Each county, city and special district can add sales taxes on top of the state rate.
The city/county, and state sale taxes are origin-based which mean the rate charge is where the store is located. However, district sales taxes are destination-based meaning the sales tax rate is based, or determined from, the destination location an item is shipped to. This complicates business for retailers who need to have the exact and up-to-date sales tax rate for every shipment they make.
That is never a straight "yes" or "no" answer. Generally, in California, shipping is taxable. For more information on your shipping, delivery, and freight questions for California, you will find a handy chart here.
