A value added reseller (VAR) license is required if your company plans to incorporate Zip2Tax rates into a software platform that you then sell to other customers. Here is a snippet from the license that explains what you are permitted to do and not do with this license.

2. License agreement
The copyright to this data ("the Data") is owned by Zip2Tax, LLC ("the Owner"). You may not load the Data into any computer or copy it without the license of the Owner. The Owner offers you a non-exclusive license on the terms of this Agreement.
YOU ARE PERMITTED TO: distribute the Data (without royalty) as part of a distinct application if you have purchased a Redistribution License.
YOU ARE NOT PERMITTED TO: sell the data in whole or in part and market or sell it as a "Sales and Use Tax Database" or any other similar designation. This restriction includes any manner that directly competes with our Zip2Tax website data sales. Redistributions in text, original forms or other unprotected formats are prohibited. Encryption or data scrambling is required.
