USPS® Cross-State Initiative


The US Postal Service has created new "cross-state" addresses for customers who live on a state border and wish to use the neighboring state's post office because it is closer to their home or business. 

Last month there were approximately 188 new cross-state ZIPs added.  The USPS is planning to add more over time.

Here is an example of the city of Reliance, MD which is on the border with Seaford, DE and the DE ZIP of 19973.

In the Sales Tax Table, you will see a row in the ZIP codes of 19973, with a city name of Cross State, but with the Maryland jurisdiction rate.  As always, we recommend when using the 5-digit ZIP table that the search include ZIP / CITY / COUNTY to find the most accurate row.


When using the ZIP code 19973 with Online Lookup you will see the rate in "Other Communities".


When using the ZIP code 19973 in the Sales Tax API, you will see the Maryland rate as an additional option in the result.

Why is the USPS making these changes?

This initiative was developed to correct issues due to customer complaints. Many customers have had difficulties accessing services that require the correct state identity in their mailing addresses. In the past, new ZIP Codes were added to handle cross-state delivery but advances in computer technology now allow software modification so that mailing addresses will show the state in which those addresses are physically located.
